Upon receipt of this Authorization Form, Water Board staffwill email instructions on how to register for SMARTS, a Secret Code Number (SCN),how to link WDID number(s), Approved Signatories or Data Submitters to your account.One authorization form per WDID number is required. A data submitter may be other employees, contractors, labs, etc.A data submitter cannot certify the Annual Report.To register as an LRP and identify Approved Signatory(ies) or Data Submitter(s), youmust have a user account. An Approved Signatory cannot be a contractoror consultant.A Data Submitter is any individual authorized by the LRP to enter data into SMARTSon behalf of the LRP. An approved signatory maybe other employees designated authority tocertify documents on behalf of the LRP. In the simplest terms, the LRP is the individual thatcertifies the Notice of Intent (NOI) and is responsible for reviewing, validating andcertifying the annual report for accuracy and correctness before it is submitted.The LRP may assign rights to submit and certify the annual report to an ApprovedSignatory. These instructions are for registration of SMARTS LegallyResponsible Person.You must be the Legally Responsible Person (LRP) to submit and certify a SMARTSreport on the behalf of a facility. Control municipal facility operations and practices to prevent discharges of pollutants to storm drains.Legally Responsible Person SMARTS RegistrationThe Storm Water Multi–Application & Report Tracking System (SMARTS) is nowavailable for dischargers to create a user account online and submit Annual Report(s)electronically.Control or mitigate illegal discharges to storm drains.

Control illicit connections to storm drains.Educate developers, contractors, business owners, residents, and municipal employees on Stormwater BMPs.Require New Development/Redevelopment Projects to prepare a Water Quality Management Plan (WQMP) and Storm Water Pollution Prevention Plan (SWPPP) in compliance with the regional MS4 Permit and Statewide General Construction Permit and review and approve of these documents, prior to issuance of Grading Permits.Inspect construction sites for compliance with the Ontario Municipal Code, San Bernardino County NPDES Permit, and statewide general permit regulations.Inspect commercial and industrial businesses identified as potential stormwater polluters and enforce the NPDES Permit regulations.Regulate stormwater runoff as required by the MS4 permit.Represent the City as a co-permittee of the San Bernardino County Regional Municipal Separate Stormwater Sewer System (MS4) permit.The following highlights some of the program activities: The goals of the program are to educate residents, business owners and developers in Ontario on local stormwater pollution issues and Stormwater Best Management Practices (BMPs) control discharges to storm drains reduce pollutants in stormwater runoff reduce impacts of increased runoff from new development and promote on-site rainwater retention and infiltration.
